His commitment to serving others extends from his work in Jacksonville to helping children and families in underserved communities.\n\nBorn in the Dominican Republic, Max experienced poverty and food insecurity before immigrating to the United States at age seven. Growing up in New York, he saw his parents work hard to support their family while relying on their church for help with meals and Christmas gifts. Those experiences shaped his understanding of hardship and the difference a caring community can make.\n\nThrough RTU, Max channels that understanding into action, helping connect families with food, healthcare resources, and educational opportunities. The nonprofit serves communities in Latin America while building partnerships and supporting outreach in Jacksonville. Its work centers on lasting relationships and giving children opportunities beyond the circumstances into which they were born. In July 2025, he led a historic restructuring of the agency's Public Relations and Information Unit, creating JSO's first civilian-led chain of command and standing up specialized teams built around the agency's communication needs. He now oversees communications for roughly 3,800 sworn officers and civilian employees, manages social platforms reaching more than a million followers, leads the agency's Strategic Communications team including its multimedia production arm and serves as the primary point of contact for local, national, and international media.\n\nUnder his leadership, JSO adopted a one-hour response standard for media inquiries, began pushing real-time traffic and police activity updates through social media, and opened its doors to independent journalists riding alongside officers and detectives: moves that have measurably deepened public trust. Between June 2025 and June 2026, the department's Facebook page drew more than 165.5 million views, a 451% jump in one-minute video views year over year, while Instagram reached nearly seven million people, up 122%. That same storytelling push has helped fuel a hiring resurgence: police hiring is up nearly 58% and corrections officer hiring has nearly doubled since fiscal year 2023.\n\nBefore moving into public service, Vic spent 14 years as an anchor and investigative reporter at his hometown station, WJXT-TV4, earning numerous Emmy, Edward R. Murrow, and Associated Press broadcasting awards. He's also run his own DJ, MC, and auctioneer business, Micolucci Entertainment, for more than two decades, performing more than 300 weddings and hundreds of other events across the country, and helping raise millions of dollars along the way.\n\nVic holds a Bachelor's Degree in Telecommunication News from the University of Florida and a Master's Degree in Mass Communication Leadership from the University of North Florida. Lazzara builds and leads durable organizations at the intersection of investment, healthcare education, university governance, and philanthropic innovation. As Founder and CEO of MountainStar Partners since 2013, he directs investment strategy and oversees a portfolio spanning real estate development, direct lending, and healthcare infrastructure.\n\nIn 2014 he co-founded the Georgia School of Orthodontics with his father, Dr. Gasper Lazzara. As President and permanent member of the Executive Committee, he chairs the Finance and Facilities Committees and has helped establish a 36-month residency program that has delivered care to more than 14,600 patients while advancing specialty orthodontic education in Georgia.\n\nFollowing the 2024 diagnosis of his daughter Isabella with beta-propeller protein-associated neurodegeneration (BPAN\/WDR45), he founded the Isa Elaine Foundation to accelerate translational research, clinical infrastructure, family support, and policy advocacy for ultra-rare pediatric neurodegenerative disorders.\n\nThe Foundation maintains active partnerships with the Stanford School of Medicine, UF Health (Norman Fixel Institute for Neurological Diseases), the NBIA Disorders Association, and broader childhood dementia networks to advance mechanistic insights linking BPAN and iron deposition diseases to common neurodegenerative conditions such as Alzheimer's and Parkinson's disease. All overhead costs are covered privately so that 100% of external contributions directly support research and patient-family impact.\n\nHe serves as a state-appointed Trustee of the University of North Florida, contributing to strategic oversight of one of Florida's fastest-growing public research universities. He currently serves as board member for the Cultural Council of Greater Jacksonville. Mr. Lazzara also serves as a board member for Reaching the Unreached nonprofit foundation committed to making a lasting impact on the lives of those in underserved communities. Albania was under a strict communist regime at the time; we got into the immigration lottery and ended up in the St. Pete area. Then I came to Jacksonville for college and started my life here.&quot;\n\nA graduate of the University of North Florida and owner of Decca Live entertainment venue in downtown Jacksonville, Evan is inspired to help others achieve their dreams too. &quot;To us, there is no better place than Jacksonville; we live in the best city, state, and country in the world. As Executive Director and CEO of the Cultural Council of Greater Jacksonville and a leader in our city, Diana spends her time working alongside organizations and people invested in making Jacksonville better. Her decision to join RTU's board grew from that same commitment.\n\n&quot;A child in Colombia and a child here in Jacksonville can both be facing the same hardships, and Reaching the Unreached can be there for both,&quot; Diana says. &quot;A connected city is measured by how wide we're willing to open our hearts to everyone in it.
